Are (uk) Career Development Loans available for courses not in uk but in EU?

If anyone could help me out with this I'd be very very grateful. I'm a uk citizen who has been studying for the past year in a language school in the Czech Republic. I paid for this course off my own back with no financial aid. I'm now looking to start a course at a university in Prague next September. Unfortunately, as I'm not a Czech citizen, I can't get a Student Loan from a Czech bank. I've been looking at getting a Career Development Loan for my studies. The problem is I've seen on the web pages of several banks and also on the directgov site that it is for people that intend to work in the EU but I can't find out whether I'd be able to apply given that my intended university is not in uk. If this makes any sense to you (sorry it's late) and if you know anything about this PLEASE, please let me know. I'm desperate to study here, but I dont know if I will be able to without finance.
