TAX - Professional Qualifications // Career development loans?

I am hoping for some advice, i am paying back a career development loan (through Barclays), which i got for a masters course. Does anyone know if either the course fees or payments are tax deductable? Also are membership fees tax deductable for membership to the CIM???
